The Royal Sovereign Crown is the constitutional Layer 0 of the Indigenous Sovereign Protocol (ISP v1.0). It is not a commercial entity. It exists solely as the protocol root from which charter authority is derived and delegated to chartered Providers operating within its jurisdiction.

The Crown issues charter to Providers operating under ISP v1.0. Chartered Providers are authorized to issue Fiduciary Access Certificates carrying the Crown authority reference.
